WASHINGTON -- Thousands of Microsoft Outlook users reported issues with accessing and using the email platform Monday morning.

Microsoft 365 outage and problem reports peaked at almost 18,000 shortly after 11 a.m. Eastern Monday morning, according to outage tracker Downdetector. Reports have appeared to significantly decline since then.

Most of the reports expressed issues with Outlook. Many users of Microsoft's emailing platform shared frustration on social media, with some noting they were unable to sign into or load their accounts.

The company said that it was “investigating an issue with accessing Outlook on the web” in a thread posted on its Microsoft 365 Status account — and added that a “downstream impact” was also identified for Microsoft Teams, SharePoint Online and OneDrive for Business.

Microsoft 365 Status later said it had reverted an update and saw an improvement in service — soon confirming recovery for impacted services.

In a statement sent to The Associated Press Monday afternoon, Microsoft said it had “resolved an issue preventing users from accessing some of our services.”

Long-awaited Microsoft Paint refresh finally adds a dark mode option

Highly anticipated: After almost killing the iconic Windows graphics editor, it appears Microsoft is finally set to release Paint's first significant overhaul in over a decade. In addition to dark mode and improved zoom controls, the update brings a range of minor interface tweaks.

Windows Insiders are set to witness the first substantial update to Paint in years this week. The update introduces a dark mode to the app and enhances usability in various other aspects. Much like other Windows built-in applications, Paint's dark mode will be activated based on the user's system setting by default. Additionally, the app will include a settings screen where you can manually toggle dark mode and adjust other features.

Another improvement gives users more granularity when using the zoom slider by allowing the input of custom values in the zoom percentage field. A new fit-to-screen function will automatically resize images to match the window size, a feature that is commonly found in most PDF viewers.

Moreover, Paint gains additional keyboard shortcuts and better access keys. Microsoft has also redesigned dialog boxes to align them with the rest of the Windows 11 interface. Insider build experiments don't always make it to public branches of Windows, but the Paint updates will likely do so sometime this year.

Microsoft first hinted at updates to Paint in 2021, showcasing a dark mode and other interface modifications. This update marks a resurgence for the long-standing Windows staple, which seemed to be approaching its end-of-life phase. Back in 2017, Microsoft announced that it would discontinue the development of Paint, shifting it from a pre-installed program to a free Microsoft Store download.

Another image-related update for Windows Insiders introduces an innovative way for users to transfer and view photos from their phones. Build 23471 incorporates an "Add Phone Photos" button into the command bar located at the top of the File Explorer window. This button initiates the setup process for a wireless link.

Upon clicking the button, a URL and QR code are displayed. Scanning this code with a phone enables users to view the phone's photos in File Explorer without needing to connect the device via USB. A senior program manager at Microsoft has confirmed that this feature is compatible with both iPhone and Android phones. Additional updates in build 23471 include support for European and Latin American Spanish language in Natural Narrator and the capability to detach or merge File Explorer tabs.

Windows 11’s hardware requirements, in fact, have quickly become the most controversial aspect of Microsoft’s new operating system. We’ve listed the CPU requirements below, as well as the available Windows 11 upgrade options if your PC’s components do not conform to them. Microsoft has also published a multipage document listing the detailed hardware requirements of Windows 11 (PDF), along with new webcam and touchpad requirements that have been added.
Fortunately, if your PC doesn’t meet the hardware requirements, you’ll have several years to replace it, as Windows 10 will be supported until 2025.

For Windows 10, the PC hardware requirements necessary to run it are relatively tame: a 1GHz processor, 1GB of RAM (2GB for a 64-bit version of the OS), 16GB of storage, and a display capable of 800×600.
For Windows 11, you’ll need a more sophisticated PC. According to Microsoft’s list of PC hardware requirements for Windows 11, this is the first time that you’ll need a multicore processor to run Windows, though it won’t need to be that powerful: just a 1GHz, 64-bit processor with 2 or more cores. (Don’t worry about whether your PC includes a 64-bit chip, as virtually all PCs have included 64-bit processors since the 2000s.) There’s also a TPM requirement, which we’ll discuss below.
Windows 11 will require an 8th-gen Core CPU and above, according to the Windows 11 hardware requirements for Intel CPUs. A similar list of supported AMD processors on Windows 11 indicate that the Ryzen 2000 series and above is supported. Our performance testing of Windows 11’s Virtualization-Based Security feature shows a likely reason why those are the cutoffs. On the Arm side of things, Qualcomm’s Snapdragon 850 and up are also supported by Windows 11
We’ve published a list of CPUs that support Windows 11, here. As of August 27, that list now includes the Intel Core X-series, the Xeon W-series, and the Intel Core 7820HQ, which features in the Microsoft Surface Studio 2. Microsoft has ruled out first-generation AMD Zen processors, however.
Eliminating older 7th-generation Core processors will certainly cut out a substantial portion of the PC market from a Windows 11 upgrade, though how many isn’t exactly clear. We’re already seeing Microsoft itself declare a substantial chunk of its Surface lineup ineligible for Windows 11 upgrades
You will also need more memory. Microsoft is increasing the minimum amount of RAM to 4GB, and requiring a far larger amount of storage—64GB—then before. That’s because the amount of storage required is, according to Microsoft, “highly variable.” The storage controller must meet the Extensible Firmware Interface (EFI) 2.3.1 or higher.
Windows’ storage demand depends on what versions of Windows have been previously installed; the amount of storage already claimed by Windows; the size of your page file (also known as the swap file), which acts like a relief valve for your main system memory; and more. You’ll also need a DirectX 12-capable GPU, and at least a 720p display.
Finally, Microsoft publicized a couple of new requirements in its support document. New Windows 11 PCs (excluding desktops) shipped after January 2023 will be required to include a webcam, which Microsoft defines as “HD”—not 1080p, unfortunately, but just the same 720p webcams which ship with many PCs today. Microsoft also is insisting that all new Windows 11 PCs include a Precision touchpad.
Microsoft is also adding new, stricter security requirements for Windows 11. You will now need a PC that includes a Trusted Platform Module (TPM) 2.0, a security coprocessor that’s not present on all PCs. (What’s a TPM?) A TPM includes a hardware-based random number generator, and can issue cryptographic keys to protect your data. TPMs also authenticate hardware devices. (Microsoft and AMD announced a complementary technology called Pluton in late 2020, originally developed for the Xbox, though Windows 11 PCs don’t appear to require it.) Your PC must also support UEFI and be Secure Boot-capable.
Microsoft originally instituted both a ”hard” and a “soft” floor of specifications to run Windows 11, designed around the TPM module specification. In June, Microsoft eliminated the “soft floor” and made TPM 2.0 a minimum requirement. If your PC doesn’t include this TPM capability (or if it includes just the older TPM 1.2 specification), it will not be eligible for Windows 11 and will be considered unsupported. Fortunately, there are tools that can tell you whether or not your Windows PC is eligible for Windows 11.
There are two ways to determine whether your PC can run Windows 11.
The Trusted Platform Module app can tell you if your PC has a TPM 2.0 chip inside of it.
First, to figure out whether your PC contains a TPM, you can just ask it. If you type tpm.msc into your Windows 10 PC’s search bar, your PC will open the Trusted Platform Module Management app. You’ll then be to scroll down to the TPM Manufacturer information and see whether a TPM is installed, and whether it’s TPM-certified.
Second, Microsoft is providing a free app to determine whether your PC is capable of running Windows 11: the PC Health Check app. (Warning: That link begins a download of the tool.)
PC Health Check is already live on Microsoft’s site, and it’s worth downloading. It’s a small Win32 app that provides a summary of what’s on your PC. It also offers a one-click check of your PC’s capabilities at the top of the window, to see whether you can run Windows 11. Microsoft said on June 26 that it updated the PC Health Check app to provide more information about what would make a PC ineligible for Windows 11.

There’s also a third-party, unsupported tool called WhyNotWin11, which is available on GitHub. WhyNotWin11 is not supported by Microsoft, and Windows SmartScreen will likely flag it if you run it. (Use at your own risk.) WhyNotWin11 was designed to provide even more granular information about your PC, and why it might not be eligible for Windows 11.
Originally, Microsoft drew a line in the sand and insisted that all PCs meet these hardware requirements. But the company is now quietly saying that older PCs will be able to run Windows 11, too, but only for a very short time.
“Unsupported” PCs must still meet some minimum specifications, which appear to include a supported 64-bit CPU, 4GB of memory, 64GB of storage, UEFI secure boot, graphics requirements and TPM 1.2, to run Windows 11.
Microsoft originally said that a PC that met these minimum requirements would be able to download a Windows 11 ISO file and run it, allowing unsupported PCs to run Windows 11 until the official release. But then Microsoft changed its tune: Yes, older PCs will be able to download Windows 11 ISOs, but won’t be able to receive Windows updates—an enormous security risk. Then, Microsoft also blocked unsupported PCs from even participating in Windows 11 Insider testing. Here’s the bottom line: you can still download Windows 11 via an ISO on an unsupported PC that doesn’t meet Microsoft’s hardware requirements, but your security risks will grow as Microsoft releases patches for the OS that your PC will not receive.
If you can’t run Windows 11, you have a few options. You can stick with Windows 10, which Microsoft will support until it’s “retired” in 2025. Or you can buy a “Ready for Windows 11” PC, which PC vendors will begin releasing later this year.  If all this discussion over the Windows 11 hardware requirements seems like too much bother, buying a new Windows 11 PC may be the way to go.

Is Microsoft Store not working on your Windows PC? Are you using a corporate device that prevents you from accessing the Microsoft Store? If so, you might have trouble installing apps that are only available on the Microsoft Store. If that's the case, you might wonder: where else can you download Microsoft Store apps?

That's exactly what we'll cover today: how to download Microsoft Store apps without using the Microsoft Store. We'll also discuss the risks associated with this method, so you're aware of them before trying it.

How to download Microsoft Store Apps With Adguard

You can download Microsoft Store apps from third-party websites like Adguard, which is the easiest and most recommended method. This website provides old versions of the Windows operating system, Microsoft Store apps, and more. To download and install apps using Adguard, follow these steps:

  1. Enter the app name and the keyword "Microsoft Store" in your browser search bar. For example, "Evernote Microsoft Store."
  2. In the search results, click the webpage for the app on Microsoft Store. Always click on the official link rather than an advertisement or unofficial source.
  3. Upon landing on the Microsoft Store app page, copy the link.
  4. Open the Adguard official website and paste the copied URL into the store's search box.
  5. To have the store retrieve links from Microsoft servers, click the tick next to the search bar.
  6. Look at the release dates of the app you want to download.
  7. From the list, choose the latest version or an older one of the app. download only from the link that ends with the .APPXBUNDLE extension. If you don't find any file with this extension, look for one with the .MSIXBUNDLE extension. In addition, avoid files with extensions .EAPPXBUNDLE or .EMSIXBUNDLE, as these are encrypted files.
  8. If the download doesn't start automatically, right-click the relevant link and copy it. After that, paste the link into your browser. Taking this step will start the download process.
  9. If the download fails, temporarily disable Windows Defender and any other antivirus app you use. In addition, turn off security extensions in your browser.
  10. If your browser warns you that a file has potential security risks, click the Allow button to allow the download.
  11. When the file has been successfully downloaded, go to the directory where it was downloaded.
  12. Click on the file with the .APPXBUNDLE or .MSIXBUNDLE extension.
  13. In the installation pop-up, click Install.
  14. Let the installation complete, and your Microsoft Store app will be successfully installed on your device without having to use the Microsoft Store.

In most cases, the file will install smoothly, but you may encounter errors about missing components occasionally.

For instance, you may receive an error stating that "Microsoft.VCLIBS.120.00.Universal is missing" during installation. To resolve this issue, go to the Adguard link generator and instruct it to retrieve the links to the components' files from the Microsoft server, as we did earlier. There, you'll find the missing component file, so download it.

After downloading, check whether the file has an ".APPX" extension. If it doesn't, rename it to include the extension. After that's done, reinstall the game file. This time everything will go smoothly.

Where Could You Find the Framework File if Adguard Fails to Source It?

Occasionally, Adguard may not retrieve the missing framework file from Microsoft servers. If this happens, what should you do?

The best way to work around this is to search manually for the files in the Adguard file retriever. When it fails to locate the files, you'll have to source those components or frameworks from other sources. Directly searching for them on your browser is another way to find them.

Let's imagine you're looking for a particular framework. You have to copy and paste its name into your browser. If you want your search results to come from an official source, you can include "Microsoft" with your query.

Hopefully, you will find the missing framework file and instructions on the Microsoft website explaining how to install it.

You can use third-party sources if you cannot find a specific component file or framework on the Microsoft website. Make sure you only use trusted resources when you do that.

What Are the Risks Associated With Downloading Apps With This Method, and How Can You Install Apps Safely?

While it is possible to download Microsoft Store apps outside of the Microsoft Store, the process is dependent on third-party websites. Despite Adguard fetching links from Microsoft servers and having a good reputation, it is still a third-party service. Thus, it entails the same risks as downloading from any third-party source.

To reduce the probability of downloading malicious files, paste the URL of the app file into VirusTotal's URL scanner. This will assist you in scanning the files for viruses. This way, you can download them confidently, knowing they're virus-free.

How to Handle Unspecified Errors That You Encounter Using This Method?

Occasionally, you may encounter unspecified errors when installing apps using this method. When you run into one of these errors, you will find more information about them in the Event Log. What Should You Do When Apps Installed This Way Don't Run?

If apps downloaded with this method don't run, ensure the Microsoft Account Sign-in Assistant service is running. Follow these steps to do that.

  1. Open the Services app by typing "Services" in Windows Search.
  2. In the right pane, find the Microsoft Account Sign-in Assistant service.
  3. Simply right-click it and hit the Start button.

Install Microsoft Store Apps Without the Microsoft Store

Not being able to access the Microsoft store or experiencing problems downloading can be very frustrating. By using the method explained above, you should be able to download Microsoft Store apps without even opening the store.
