Nurses change lives every day in hospitals and clinics. Public health nurses take their practice beyond individual care to create change at a larger level—anything from local vaccine initiatives to national policies.
Public health nurses may provide some direct patient care, but their job also incorporates advocacy and education. They promote and protect their communities’ health using their clinical training and an understanding of social and political sciences.
You don’t need a public health nursing certification to get into this field. But earning a professional distinction can supplement your nursing education and demonstrate your commitment to constant learning.
The only dedicated certification for public health nurses, the Advanced Public Health Nursing Certification, has been retired and is now only available for renewal. However, other relevant certifications can help you build your skills and advance your public health career.
For example, the nationally recognized Certified in Public Health credential doesn’t specifically cover nursing, but it’s available for nurses with public health work experience. Public health nurses with relevant academic histories may qualify to become Certified Health Education specialists as well.

What Is Public Health Nursing?
Public health nurses incorporate social and political sciences into their nursing practice. With a focus on population health rather than individual care, these professionals create and implement programs that promote wellness. They protect community health and work to prevent disease, illness, disability and death.
In general, public health professionals focus on prevention. They create educational programs, conduct research and recommend policies to promote the health of vulnerable populations. Public health nurses also identify and direct care for individuals whose conditions may put others at risk, such as those with infectious diseases.
Public health nurses work in all levels of government—including local, state and federal—and community-focused organizations. Schools, health departments, correctional facilities and community health clinics all employ public health nurses. Public health nurses are well-suited for leadership positions in these settings as well.
Advanced Public Health Nursing Certification (PHNA-BC)
The PHNA-BC is the only certification specifically for public health nursing, but it’s been retired by the American Nursing Credentialing Center (ANCC). This credential is only available for already-certified nurses to maintain or renew. Nurses whose certifications expired more than two years ago are no longer eligible for renewal.
Renewal costs $350 for nonmembers of nursing associations, with discounts available for members.
Requirements to Renew or Maintain a PHNA-BC
This certification must be renewed every five years. Maintaining certification involves three components: an active nursing license, continued education and professional development activities. All nurses must complete 75 hours of education related to their certification.
You can fulfill the professional development requirement by completing academic credits, giving presentations, publishing peer-reviewed articles or volunteering. Practice hours count toward this requirement, but they are not mandatory for renewal.
The ANCC recommends creating a five-year plan for completing renewal requirements and tracking your progress on its website. When it’s time to renew, any tracked proof of professional development will transfer to your application.
Other Public Health Nursing Certifications
The PHNA-BC may be the only certification dedicated to public health nurses, but don’t worry if you don’t already have it. Other options can showcase your training in public health. Maintaining any relevant certification demonstrates your commitment to continued education, professional growth and ethical practices.
Certified in Public Health (CPH)
The CPH distinction isn’t specifically for nursing, but it’s a great fit for any public health professional. Created by the National Board of Public Health Examiners, this certification demonstrates both professional and personal skills related to the field. The CPH is recognized as the national standard for public health professionals.
You don’t need a public health degree to earn this certification; nurses can qualify with a bachelor’s in nursing and five years of public health work experience.
CPH exam Topics include leadership, communication, law and ethics, policy issues, health equity and social justice. The exam comprises 200 questions with a four-hour time limit. Members of some organizations qualify for discounts, but the regular fee is $385.
Similar to the PHNA-BC, you must complete professional development activities to maintain CPH certification. Renewal costs $95 every two years.
Certified Health Education Specialist (CHES®)
Public health nurses and health education specialists may have different job titles, but their roles overlap. Public health educators promote wellness by collecting data, creating programs, training providers and advocating for policies that support health.
Academic history impacts eligibility for the CHES credential. Health education degree graduates qualify easily. Nurses may be eligible if they have at least a bachelor’s in nursing and 25 semester hours of courses related to health education. Topics include evaluation and research, planning, implementation, advocacy and ethics.
If you have any questions about your eligibility, the National Commission for Health Education Credentialing offers a prescreening service for $25. If you don’t qualify, the commission provides an explanation and guidance for eligibility.

Geneva: The World Health Organization will use the European Union's digital Covid pass as a basis for a global health certification system, a new partnership deal agreed Monday showed.
WHO chief Tedros Adhanom Ghebreyesus and EU health commissioner Stella Kyriakides signed what they described as a "landmark" agreement in Geneva.
"The Covid-19 pandemic highlighted the value of digital health solutions in facilitating access to health services," Tedros said at the signing ceremony.
He said the EU's Covid certificate will be transformed into "a global public good" as a first step in the creation of a global digital health certification network.
The network will expand to include things like digitized international routine vaccination cards, he said.
It will be aimed to help protect people from health threats, including possible future pandemics, and facilitate global mobility, the WHO and the EU said in a statement.
This "will be an important part of our efforts to strengthen health systems and to support our member states to prepare better for the next epidemic or pandemic," Tedros said.
"The network could also play a crucial role in cross-border humanitarian situations by ensuring people have access to their health records and credentials as they move across borders due to conflict, the climate crisis and other emergencies."
'Privacy is key'
The EU Covid certificate, made available on paper or digitally, has been used by travelers moving around inside the bloc to show their Covid vaccination or test status.
The most widely-used Covid certification system in the world is based on open-source technologies and standards, and allowed for the connection of non-EU countries with certificates issued according to the EU specifications.
The certificate "showed our citizens the light at the end of the tunnel and protected at the same time public health amid the uncertainty of the pandemic," Kyriakides said at the signing ceremony.
"And this EU success story quickly became a global standard," she said, pointing out that nearly 80 countries had adopted the EU Covid certificate framework.
Tedros stressed that the new certificate system would be "based on the principles of equity, innovation, transparency and data protection and privacy."
WHO will not have access to any underlying personal data, which would continue to be the exclusive domain of governments.

The European Commission on Friday (6 January) adopted a proposal to provide suppliers an extra four years to re-certify medical devices, to circumvent the risk of shortages.
There are over 500,000 types of medical devices on the EU market, from hip replacements to sticking plasters, all covered by the Medical Devices Regulation (MDR). The MDR entered into force in 2017, and into application in May 2021, replacing the two-decade-old former directive.
In accordance with the regulation, all medical devices produced in Europe had to be re-certified by 26 May 2024. However, as many are struggling to reach the deadline – posing a risk of shortages, should uncertified devices are removed from the market – the Commission proposed alonger transition period to adapt to new rules, with revised deadlines based on the medical devices’ risk class.
“We will not allow any risk of significant disruption in the supply of various medical devices on the market, which would affect healthcare systems and their ability to provide care to European patients,” said Commission Vice-President Margaritis Schinas.
“Our proposal for an extension of the transitional periods for the application of the Medical Devices Regulation will address the risk of shortages of medical devices on the EU market.”
The length of the proposed extension of the transition periods depends on the type of device: higher-risk devices such as pacemakers and hip implants will have a shorter transition period, up to December 2027. Medium and lower-risk devices, such as syringes or reusable surgical instruments, will have an extension of up to December 2028.
For class III implantable custom-made devices the proposal introduces a transition period until 26 May 2026.
The Commission also proposed to remove the ‘sell-off’ date currently established in the MDR, to ensure that safe and essential medical devices that are already on the market remain available to healthcare systems and to patients in need.
The ‘sell-off’ date is the end date after which devices that have already been placed on the market and remain available for purchase, should be withdrawn, as explained in Commission’s press release.
Additionally, the proposal extends the validity of certificates issued up until 26 May 2021, to reflect the transition periods put forward by the amendments.
The reasons for the delay
“We propose a revised regulatory timeline to provide certainty to industry in order to continue producing essential medical devices, reducing any short-term risk of shortages and safeguarding access for patients most in need,” said Health Commissioner Stella Kyriakides.
She added that it was “a combination of factors [that] left healthcare systems across the EU facing a risk of shortages of life-saving medical devices for patients”.
The main reason for shortages, according to the EU official, is the capacity of notified bodies and the preparedness of the manufacturers, together with the COVID-19 pandemic and war in Ukraine.
Now the baton is passed to the Parliament and the Council.
“I call on the European Parliament and the Council to quickly adopt the proposal. Member States and notified bodies should also work with industry to ensure the transition to the new rules provided for by the Medical Devices Regulation, without further delay,”Kyriakides concluded.
Concerns about the implementation of the revision of the MDR were raised by both politicians and stakeholders last year. In April, the European Parliament highlighted manufacturers’ claims that it is impossible to have almost 20,000 technologies certified in such a short time.
At aplenary sessionin November, Kyriakides admitted that “as we move towards the end of the transition period, it has become extremely clear that ensuring patient access to these devices is not guaranteed”.
In December, the Commission presented “clear orientations” on the way forward at the EU’s Employment, Social Policy, Health and Consumer Affairs Council (EPSCO), while the legal proposal came a month later.
