In addition, the judge also denied Tupper’s request for a hearing to investigate a claim that Heche’s $200,000 jewelry collection has gone missing.

The current 11-member board is out, and Dr. John Cowell will be the provincial health authority’s new official administrator. His appointment is one of several steps the premier has promised to take in order to swiftly overhaul Alberta’s health-care system.

Smith and Health Minister Jason Copping made the announcement in Calgary Thursday, with Smith saying Cowell will report directly to the two of them.

The latest health system shakeup comes just days after former chief medical officer of health Dr. Deena Hinshaw was replaced with Dr. Mark Joffe, an AHS vice president, on an interim basis.

Smith said the move is about ensuring health workers that “help is on the way.”

Cowell’s appointment sees history repeat itself — he also became the AHS official administrator in 2013, after the previous Progressive Conservative government turfed the AHS board. Cowell served a one-year term, with others shuffling into the role before the former NDP government restored the board structure in 2015.

The new administrator has been given several goals: decrease wait times in emergency rooms and for surgeries, Excellerate EMS response times and consult with front-line workers to develop long-term reforms.

Smith said the government will be measuring outcomes and progress, but didn’t offer specifics.

“We know what needs to be done, we just need the will to do it,” she said.

Copping did not provide a specific budget estimate for the priorities, but noted the overall health-care budget is $600 million more than last year, on top of surgical initiative funding and the COVID-19 response.

Copping said appointing an administrator is temporary, and the board will be restored “at the appropriate time.” It’s unclear exactly when that might be.

In response to concerns some Albertans will have about frequent major changes to AHS, Smith said the move isn’t meant to be disruptive.

“I don’t want to be a barrier to the decisions (Cowell) needs made … We are not going to be a bottleneck in decision making.”

On Thursday afternoon, NDP Leader Rachel Notley criticized the government’s announcement, calling it “bad political theatre.”

She added the government merely described the problem without addressing what health-care workers have been asking for.

“There is absolutely nothing about today’s announcement that should convince a single solitary person that help is on the way, and quite the contrary, things are likely to get worse before they get better,” said Notley.

In a statement, Alberta Medical Association president Dr. Fredrykka Rinaldi praised Cowell’s experience, but added that doctors continue to call for stability in the health system.

“I stress the need to consult closely with those who provide the care that Albertans need in our hospitals, acute care and community sites,” she said.

“This is a momentous task given that the largest barrier to improving access is the lack of health human resources.”

Cowell looks ahead to health system change

Cowell said he will have two staffers working with him and he expects to see results in six months.

“Why we’re in a pickle, in a way, is because the system had not gotten into a correct balance pre-COVID. It was still overstretched.”

He said “fundamental changes” the health system needs could be hampered by factors they can’t control, like increasing circulation of COVID, influenza and RSV that’s currently straining hospitals.

“But I do believe that the fundamental changes are so well organized and so thought through, that all we really need to do is accelerate it.”

Coming out of retirement for the gig, he added he’ll be meeting with leadership teams on Tuesday.

“Next week, bright and early, I’m out of my jammies and back into my business suit.”

Cowell has previously worked as CEO of the Workers’ Compensation Board of Alberta. Then, for a decade, he helmed the Health Quality Council of Alberta (HQCA), an organization that focuses on improving health-care safety and standards.

In 2012, as HQCA CEO, he released an investigation confirming allegations of widespread intimidation and muzzling of physicians who advocated for their patients. It also confirmed long waits for emergency care put health and lives at risk.

At the time, he said trust between physicians and the health system was “simply not as it should be,” noting that the relationship eroded with the creation of Alberta Health Services in 2008, when then health minister Ron Liepert disbanded the nine former health regions to create one health authority.

Cowell said that the health system needed to stabilize, and he advised against restructuring without widespread consultation, clear justification and a plan.

In 2013, after a dispute over executive pay, the AHS board was dismantled and replaced with a single official administrator, Janet Davidson.

Months later, Cowell took the job for a one-year term, implementing a new structure that saw the organization cut its vice-presidents from 80 to 10, along with implementing stricter expense policies and a framework that eliminated bonuses.

In 2015, when the NDP defeated the Progressive Conservative government, former health minister Sarah Hoffman brought back the board.

LEWISTON — Community Concepts, the nonprofit that provides a range of services to low-income households in Androscoggin, Oxford and Franklin counties, has hired James Martin as its next CEO.

Martin, who will start Jan. 3, told the Sun Journal this week that he hopes to “chart a path forward” that builds on the hard work of the organization, especially during the pandemic when Community Concepts stepped up in several ways to respond to more needs.

“The needs of Mainers have been exacerbated as a result of COVID and the impact of isolation, increased costs and inflation and all those various pressures,” he said. “So I think the timing is great given the opportunity to look at the work that’s been happening as a result of COVID and how the organization has really delivered premier services during that time and stepped up to the plate during a time of need.”

Martin, 38, has been the chief program officer at Sweetser since 2017. The behavioral health agency has 600 employees. Prior to joining Sweetser, Martin held a variety of positions in the Maine Department of Health and Human Services, including director of the offices of Child and Family Services and of Aging and Disability Services.

Community Concepts in latest years has had close involvement in many initiatives to assist the most vulnerable residents of the city, including emergency shelters at the Lewiston Armory and the Ramada Hotel during the pandemic.

Martin said moving ahead, now that people are transitioning out of working remotely and some relief programs are phasing out, it’s an opportunity for the organization to take a fresh look at community needs.

He said a latest needs assessment highlighted top issues that aren’t unique to central and western Maine.

Martin said affordable housing is an area that “has to be prioritized,” as well as expanding child care and Headstart programs.

Community Concepts has in the past been involved in affordable housing projects, including the recently completed Gauvreau Place, a Blake Street housing development with 35 units. Other Community Concepts services include heating and utility assistance, home improvement services, home ownership support and financing for housing and businesses.

The organization has also played a central role in Lewiston’s Choice Neighborhoods initiative, especially during the community planning process in the Tree Streets neighborhood that led to a $30 million federal grant.

The organization is part of the initiative’s efforts to boost neighborhood-level services, such as expanded child care and health care options. Martin said expanding child care is among the top three issues Community Concepts will pursue.

CEO Shawn Yardley, who is retiring at the end of December, served on Healthy Neighborhoods planning council, which led the planning effort.

According to an earlier news release, Martin served as a child protection case worker in DHHS’ Lewiston office earlier in his career, which familiarized him with the Lewiston and Auburn region and with the work of Community Concepts.

“I’m drawn to the Lewiston-Auburn community given the revitalization that’s been happening, and also the impact of (Community Concepts) across western Maine,” he said Thursday. “It’s a nice opportunity for me to join a productive team and help them build on the successes they’ve had so far.”

In announcing the hiring, board President Ed Barrett, the former longtime city administrator, said, “We are excited to bring on board someone with Jim’s wide-ranging experience in providing social services to Maine residents and who is deeply committed to providing pathways to economic stability for individuals and families in our region.”

Tara Jean Davis, chairperson of the search committee, added, “After a lengthy national search that began in July, the members of the committee were deeply impressed by Jim and his commitment to the people of our region. He was unanimously recommended to the board and we are pleased that he has agreed to assume leadership of our organization.”

Martin said in the news release that he’s “pleased and honored for the opportunity to serve the residents of our region and to direct an organization that has deeply committed employees and a history of excellence in community service. I look forward to working with the board and our staff to build on and enhance that history.”

Martin, who lives in Raymond, holds a master’s degree in social work from the University of New England, where he has also served as an adjunct professor.

The Administrator, who spoke to journalists on the occasion of her first year in office said despite her financial and social challenges, she has been able to weather the storm and enjoy the benefits that come with the responsibility to leave her footprint on the sand of Jaba local council located in the southern part of the state.

“I’m grateful to God for being among the living and those who are serving in this capacity. I’m also thankful to Governor Nasir El-Rufai and his deputy, Dr. Hadiza Balarabe for the opportunity they have given me to serve as the sole administrator of Jaba local government.

“I want to appreciate all traditional leaders, religious leaders, cultural groups, women groups, youth groups, security agencies and each person in Jaba.

“It has been 12 months of tense work experience with its blessings and challenges. We thank God we have been able to weather some of the challenges and enjoy some of the blessings not as a person but as a people.

“It has been joint teamwork because a tree does not make a forest.  We were sworn into the office on November 15, 2021. So, it has been one year of great work.

On her achievements, she said, “we have achieved quite much but I’m not sure of mentioning all for the purpose of this brief interview. We have focused more on human capital development.

“When we came into the office last year, one of the issues we identified was a deep gap between the government and the people as evident in a lack of engagement with people. The truth is that achieving anything tangible without having the trust of the people will be difficult.

“In education, we have been supporting our younger ones to have their books for use in schools. We were able to provide classroom furniture. We have done the first phase and the second phase is about to be delivered.

“Also,  we have been able to restore electricity in some communities which include Ndofa, Bitaro, Taimen and Kyari, Kumdengbu general hospital among others.

“On infrastructure, we almost complete five blocks of eight flats senior staff quarters and we are hoping that it will be completed and commissioned soon. One thing I have in view is not to leave any project uncompleted by the time I’m done with my administration.

“Township road of Kwoi was bad and we have been able to get an SDG project that has awarded us a certain kilometer of the road and we hope the work we begin soon.

“In agriculture, we have been able to support our people to purchase fertiliser and Excellerate their skills in modern farming.

“In terms of security, Jaba has been celebrated to be among the most peaceful LG in the state but that comes with a lot of hard work.

On challenges and prospects, she said, “shortage in finances have negatively impacted on the jobs we ought to have done in the local government. So, in one of our community engagements, we made our people understand the need for revenue generation drive of the local government as it is in the present.

“When we looked at what is coming as allocation to the local government, we discovered that about 90% of what we have is taken by payment of salaries which people don’t understand. Truth be told, we need to be looking away from government employment. We need to begin to think innovatively.

“Young people should begin to appreciate what they are doing once it is within the ambit of the law because there is dignity in labour”, she opined.

According to Adu, since Ndiomu has been able to convince the FG, the interim administrator has played his part, saying that it was now their turn to play their part by supporting him to succeed in the development and growth of the region.

Adu said he is very confident and optimistic that PAP under the leadership of Ndiomu, will experience a new phase of development, as he will be determined to refocus and reconstruct the programme for the benefit of ex-agitators.

“As we are appreciating the FG for reversing the decision over the termination of PAP, we should also supply the interim administrator a conducive space to bring to bare his experience to better the lives of the ex-agitators in phases 1, 2 and 3 of the programme,” he added.

Miffed at the entry of Aditya Birla Sun Life in the bidding process of RNLIC, and that too so close to the binding bids submission deadline, Nippon Life, a 49 per cent stakeholder in RNLIC, has made it clear to the Administrator and Aditya Birla Sun life that it is not interested in merging with Aditya Birla Insurance or sell its stake, at any cost.

A source close to the development revealed that Nippon Life - Japan has communicated its resentment and reservations to the RCAP Administrator, Aditya Birla Sun Life and its foreign partner, Sun Life Financial Inc.

Nippon Life is hurry on acquiring RCAP`s 51 per cent stake in RNLIC, through a strategic partner, as Indian Insurance rules do not allow a foreign company to have an equity stake of more than 74 per cent in an Indian Insurance entity.

The sources revealed that the entry of Aditya Birla Sun Life seems to have upset the plans to Japnese Insurance major. In case Birla Sun Life succeeds in acquiring 51 per cent stake of RCAP in RNLIC, it will have to merge the RNLIC with its existing insurance company i.e. Birla Sun Life Insurance, due to the IRDA guidelines of no cross holding being allowed between the two insurance companies.

In case of merger of RNLIC with Birla Sun Life, Nippon Life`s stake would be hugely diluted to below 10 per cent in the merged entity, and it would lose all the shareholder and the governance Rights that exist in terms of nominating the CEO, equal representation on the Board, member of the audit committee, and the Veto rights on the reserved matters, in the RNLIC.

According to a source, Nippon Life, in a letter to the RCAP Administrator, has said that merging with another insurance entity or selling its stake, is not an option for them. It has expressed its intention to stay invested in the Indian Insurance market as a committed long term player.

Nippon Life has also told the Administrator that the company was surprised at the entry of Aditya Birla group in the RNLIC bidding process, as they had held various meetings with the Administrator and discussed their plans to bid for RNLIC`s remaining 51 per cent stake by forging partnership with a strategic investor.

Nippon Life is believed to be in talks with some Indian companies, including Torrent Group, to form a strategic partnership, in order to bid for RCAP`s 51 per cent stake in RNLIC, but Aditya Birla`s entry has upset Nippon`s plans and complicated the matter for them.

According to sources, Nippon Life is also comfortable with a scenario where RCAP`s 51 per cent is acquired by someone like Hindujas, who are the bidder for RCap under Option I CIC plan, as they see the potential of getting IndusInd Bank as a Banca partner, which is key to the growth of life distribution business.

RNLIC currently has no Banca partner, which restricts its reach and access, impacting the growth of business.

A source said that it would be interesting to see how this war for the acquisition of RNLIC`s stake pans out between the Nippon Life and Aditya Birla.

The last date to submit the binding bids for RCAP and its subsidiaries is November 28.

Notably, Reliance Capital and its multiple subsidiaries, including RNLIC, are undergoing RBI governed Corporate Insolvency Resolution Process. Nippon Life, Japan, is a 49 per cent stakeholder in RNLIC.

Initially, RNLIC had not received even a single non-binding bid from any prospective applicant, but few weeks back, Aditya Birla Capital suddenly entered the fray and submitted an Extension of Interest (EOI) for RCAP`s 51 per cent stake in RNLIC.
